Land Acquisition Services

Extensive land acquisition activity is often required to complete IDOT's Multi-Year Multi-Modal Transportation Improvement Program. To accomplish the program without appreciably increasing the number of IDOT personnel or performing services for which the department does not have specialized expertise, the department utilizes outside vendors. The department may enter into contracts for the purpose of obtaining land acquisition services such as appraisal, review appraisals, negotiations, relocation assistance, title insurance services, property management, and incidental land surveys.

Specialty Agent Designation

Pursuant to the U.S. Constitution, Fifth Amendment, private property shall not be taken for public use without payment of just compensation. IDOT must be assured all fee specialists know and conform to the policies and procedures for implementation of the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act); 49 CFR 24 Uniform Relocation Assistance and Real Property Acquisition for Federally-Assisted Programs; state statutes, and federal and Illinois case law.

Approved Specialty Agent List

IDOT's current Appraisers (all types), Negotiators, and Relocation Agents must have the necessary background, experience, and ability to demonstrate good judgment in the area of acquisition and relocation. All realty specialists must be on the Approved Specialty Agent Lists. The department maintains the following Approved Specialty Agent Lists, which are updated at the first of every month:

Decision Notification

The applicant will receive an approval or denial letter (with reason for denial) after the application is reviewed. A specialist must be on an approved list prior to working as a specialty agent for IDOT. Please allow six weeks for delivery of the approval or denial letter.

Things to Consider

Disadvantaged Business Enterprises (DBE Goal)

IDOT strives to maintain an equitable distribution of work for its many business partners in the transportation industry. One of the ways to accomplish this is through the department’s administration of the federally mandated DBE Program. The DBE program is intended to provide contracting opportunities to small businesses owned and controlled by socially and economically disadvantaged individuals. Compliance and Administration

Contract Execution

Determined firms are notified by mail with necessary information to execute a contract with the IDOT. The Standard Agreement Provisions for Land Acquisition Services along with the scope of work governs the vendor contract. A contract is entered into after prices are negotiated between IDOT and the Vendor for an RFP and low bid is determined for an IFB.

Once a contract is executed the firm must upload subconsultant disclosures and sub-agreements to IDOT's Vendor Documents Database for each project they have been selected for.

The Illinois Procurement Code requires that ever vendor and subconsultant that has entered into a multi-year contract shall certify by July 2 of each fiscal year whether it continues to satisfy the certification requirements of Article 50 pertaining to legibility for a contract award. 30 ILCS 500/50-2. The website is IDOT's primary way of doing business. The subscription server emails are an added courtesy IDOT provides.  IDOT's Central Bureau of Land Acquisition (CBLA) subscription service is for consultants, local agencies and other DOTs. When updates or changes are made to the Land Acquisition Policies and Procedures Manual (LAPPM) or forms, Request for Proposal (RFP) and Invitiation for Bid (IFB) postings the subscription service will provide a means to notify users. The service is an open list; therefore end users need to register in order to receive information electronically.
