Illinois 13/127 & IL 154 Intersection at the Pinckneyville Square

The current traffic circulation of the Pinckneyville Square is cumbersome to travelers causing confusion, traffic backups, and transportation delays. The project is in the Phase I planning stage and is currently unfunded.

Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.

Alternative 1: Roundabout

The roundabout option provides the best level of service (ease of travel with minimal delay) of all three options.  It does however have the highest impacts to right of way and is the least friendly option for pedestrians.  McDonald’s business operations and parking would need to be reconfigured.  There would be severe operations and access impacts to the county jail.  The southeast corner of the courthouse lawn would be affected.  The preliminary cost estimate for this alternative is $4,000,000 which includes $1,900,000 for construction and $2,100,000 for land acquisition.

Alternative 2: 4 way stop intersection

The 4 way stop option provides the least impact to right of way but the worst level of service (ease of travel with minimal delay).  The jail and McDonald’s circulation could operate without any changes (some loss of parking at McDonalds) and the southeast corner of the courthouse lawn would have minimal modifications.  Safe crossing could be provided on three of the four legs of the intersection, but pedestrian signals would not be provided so caution would be needed in crossing.  Capacity analyses do indicate long and unacceptable backups in all directions with this alternative.  The preliminary cost estimate for this alternative is $2,350,000 which includes $1,600,000 for construction and $750,000 for land acquisition. 

Alternative 3: Signalized intersection

The signalized intersection provides acceptable levels of service (ease of travel with minimal delay) for all legs of the intersection.  The jail and McDonald’s circulation could operate without any changes (some loss of parking at McDonalds).  Pedestrian crossings and signal heads will be provided for all legs of the intersection.  A small corner of the courthouse lawn will be needed for sidewalk and the widened radius.  The preliminary cost estimate for this alternative is $3,100,000 which includes $2,100,000 for construction and $1,000,000 for land acquisition. 

The crash data reflects that the confusion surrounding the existing intersection condition has resulted in 25 crashes from 2012-2016.  Five of these crashes resulted in injuries with two of the resulting injuries being classified type A category (severe).  One of these type A injuries involved a vehicle and pedestrian.
