I-57 & IL 14 /Petroff Road Split Diamond Interchange at Benton/ West City

The Illinois Department of Transportation is in the preliminary planning stages for a project that better serves the needs of the local communities of Benton and West City and facilitates planned industrial and business growth. It is proposed that the existing IL-14 diamond interchange be modified to a Split-Diamond configuration with on/off ramps to and from the north provided at Petroff Road and on/off ramps to and from the south provided at IL-14. Collector Distributor (C-D) roads would be constructed to provide connectivity between IL-14 and Petroff Road.

The City of Benton and the Benton-West City Economic Development Corporation (EDC) have partnered to pursue this goal. The Benton EDC group has hired a consultant and worked closely with IDOT and FHWA officials to prepare the Access Justification Report (AJR) and has obtained tentative concept approval on June 29, 2015 for the split diamond interchange at Interstate 57 and IL 14/Petroff Road. FHWA will consider final approval of the access revision after the completion of the National Environmental Policy Act (NEPA) process and approval of the engineering Phase I Report. The next step is the advancement of the Phase I reports which include preparation of the engineering project report, environmental studies, environmental reports, and public involvement. The project is not currently funded and no anticipated construction date is known.

Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.
