Local Roads Special Provisions & Special Details

Local Roads Special Provisions are Contract Provisions issued for statewide local agency use. These special provisions are written to cover the needs of local agencies when they differ from those of the state. These special provisions are designated with an LR before a number. The number references the section number of the 'Standard Specifications for Road and Bridge Construction 2016' (for example: LR 212 is related to Section 212 FINAL SHAPING, TRIMMING, AND FINISHING).

Local Roads Special Details are designed to be used with recurring special provisions or LR special provisions. These special details are designated with a LR SD before a number. The number references the check sheet item in which the special detail or special provision belong.

Development and Usage of Specification and Special Provisions for Local Agencies (2014) has been provided to provide local agencies and consultants a quick reference to the development and use of specifications and special provisions.

BDE Check Sheet

The 'BDE Check Sheet’ contains a listing of Special Provisions from the Bureau of Design and Environment. The BDE check sheet shall be placed in the contract documents with mandatory or desired special provisions checked.

LR 400-46/1/2012Full Depth Reclamation (FDR) with Emulsified Asphalt (Eff. 4/1/12). The Bureau of Local Roads & Streets issued this special provision to standardize the construction requirements for FDR with Emulsified Asphalt in Illinois.

LR 403-16/1/2012Surface Profile Milling of Existing, Recycled OR Reclaimed Flexible Pavement (Eff. 4/1/12). The Bureau of Local Roads & Streets issued this special provision to establish smoothness requirements for milled flexible pavement receiving a surface treatment less than 1.50 inches thick.

LR 403-3Preventive maintenance - bituminous surface treatment (A-1). The Bureau of Local Roads & Streets developed this special provision for applications where a single bituminous surftace treatment (A-1) is desired using Class C aggregate.

LR 542-1 Pipe Culverts, Special (Eff. 4/1/16)  This special provision was developed by the Bureaus’ of Bridges and Structures and Local Roads and Streets to alleviate the need for Aluminized Type 2 Steel or Precoated Galvanized Steel on culvert pipe diameters up to 42 inches on non-federal aid projects.

LR 1000-2 Cold In-place Recycling (CIR) and Full-Depth Reclamation (FDR) with Foamed Asphalt Mix Design Procedures (Eff. 6/1/12). The Bureau of Local Roads & Streets issued this special provision to establish mix design testing requirements for CIR or FDR with Foamed Asphalt.
LR 10041/1/2007Coarse Aggregate for Bituminous Surface Treatment (Eff. 1-1-02). Developed by the Bureau of Materials & Physical Research, the Bureau of Local Roads & Streets, and Local Agencies to provide a coarser mix when aggregate producers have adjusted the CA-16 gradation according to the Aggregate Gradation Control System (AGCS) to a finer mix for Hot-Mix Asphalt.
LR 10301/1/2010Growth Curve (Eff. 3/1/2008). Developed by the Bureau of Local Roads & Streets to allow growth curve density testing as an option on certain local projects.
LR 1032-12/7/2008Emulsified Asphalts (Eff. 1/1/07). Developed by the Bureau of Local Roads & Streets to provide material requirements and usage of penetrating emulsions (PEA and PEP) and usage of HFRS-2 emulsion
LR 1102 Road Mix or Traveling Plant Mix Equipment” (Eff. 1-1-07). Developed by the Bureau of Local Roads and Street to replace road mix and traveling plant mix bituminous equipment that was eliminated from the Standard Specifications.
LR 80029-1Special Provision for Disadvantaged Business Enterprise Participation for local lettings. Thie special prevision was developed by the Bureau of Local Roads & Streets for locally let projects which have DBE requirements.
