IL 47 From US Route 14 to Charles Road

The Illinois Department of Transportation (Department) completed a preliminary engineering and environmental study (Phase I) for the improvement of Illinois Route 47 (IL 47) from US Route 14 (US 14) to Charles Road in April of 2019. Detailed design and preparation of contract plans (Phase II) is underway. The study is split into two projects (US 14 to N/O IL 120 and N/O IL 120 to Charles Road) in Phase II.

Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.

The proposed improvement consists of reconstruction and widening approximately five miles of IL 47 from US 14 to Charles Road. From US 14 to Ware Road, the roadway will consist of two lanes in each direction separated by a raised median. From Ware Road to Charles Road, the roadway will consist of two lanes in each direction with inside and outside shoulders, separated by a mountable median. A shared-use path will run along the east side of the roadway the entire length of the project. A sidewalk is proposed along the west said of the roadway from US 14 to Ware Road. Drainage improvements are also included. Five roundabouts are proposed along the corridor at Lake Avenue, McConnell Road, Judd Street/Irving Avenue, Ware Road, and Charles Road.

The construction of the proposed improvement is expected to be built in stages and will last 1 to 2 construction seasons. It is possible detours will be necessary during roundabout construction. One lane in each direction and temporary access to all commercial and residential land uses will be maintained during construction. To build this improvement, the Department will require the acquisition of approximately 33.1 acres of fee simple acquisition, 0.2 acres of permanent easement, and 16.2 acres of temporary easement from a total of 294 parcels. Nine businesses and three residents will be acquired as part of this improvement.

Regarding the section from N/O IL 120 to US 14, reconstruction and construction of additional lanes for 2 miles, intersection improvements, culvert replacement, land acquisition, engineering for contract plans, construction engineering, utility adjustments and a railroad flagger is programmed during the Department’s FY 2024-2029 Proposed Highway Improvement Program at an estimated cost of $58.6 million.  Of this total, $9.6 million was included for land acquisition. We are targeting our engineering and land acquisition activities to enable construction of this project in the later years of the current multi-year program.

Regarding the section from N/O IL 120 to Charles Road, contract plan preparation, land acquisition, construction and construction engineering funding for this improvement are not currently included in the Department’s FY 2024-2029 Proposed Highway Improvement Program.  However, this project will be included in our priorities for future funding consideration among similar improvement needs throughout the region.

An Environmental Assessment was completed for the project in April of 2018 and a Finding of No Significant Impacts was received from the Federal Highway Administration in October of 2018.
